Pretty sure the top part of that stainless disc covers the fixing. They just flip up and swivel round.
Yeh chrome cap covers fixings.
The seat uses "blind hole" fittings. Possibly something like this .
I recently had to tighten a similar seat. From memory I had to pull it up and the two angled metal arms came away from the fixing plate on the pan.
I then popped up the chrome covers and tightened the screws, and then simply pushed the arms back into the fixing plate.
