Utppia toilet seat fixings

We have a broken toilet seat and the fixing is shown in the photo. I assume that the knurled bit on the end is what releases the seat but I can't work out how. Any ideas?

I would try to carefully remove the plastic insert/flap to the left, using a small flat bladed screwdriver.
