Toilet seat.

Can’t get these toilet seats fittings out to replace it for a new one. It’s like they are rusted away. Cusomer has tried to take the on the right off but it is not budging.
Any tips or ideas ?

If the bolt will not unscrew ,bend the metal tab or cut it off. Then push what's left downward,it will fall to the floor.
By the way ,pulling upward on the metal tab ,whilst trying to unscrew the bolt may allow it to unscrew.
