Towel Radiator

My bathroom towel radiator only seems to be warm from the bottom half way up, I have turned the two knobs at the sides but getting no where.

It was freezing when I first started so turned the right one, which I think is the IN one, now it is warm half way up, but been tweaking the other one but doesn't seem to get any warmer ?????????

yes loads of air came out it is working fine now
