I have 2 questions...

Can you construct any kind of rented / brought-in tower scaffold type system on the top of a flat garage roof to access the house abutment?

What are the better systems to look at in terms of stability, for use on less even ground?
 
its dependant on the roof structure of the garage, the scaffold wont be able to go straight on top, you will need spreaders to spread the weight, but scaffold boards under the tower and the tower supports will be sufficient
