Treating local damp patch

There is slightly raised damp levels in a small lower corner of a room - size is about 300x100mm where the wallpaper has discoloured over 5 yrs. Skim surface of plaster has to be replaced. The wall behind it is cob.

What is the best product to use to stop the damp coming through when I replaster?
