TRV capping locked bayonet fixings

Anyone know what to do if the TRV capping bayonet fixings are locked in the retracted position?

It means that the two TRV I've taken off - they won't fix back in position - they would only "sit" freely on top of the pipework/valve pin and be able to be lifted off without twisting or turning anything. Nothing I try will get the internal fixings to pop back out again - I can see them but they are stuck retracted so the inside face of the housing is flush all round.
