A combi boiler was turned off in 2007, gas supply still there . If pilot light is still on and pressure between 1 to 3 bar, is it matter to turn it On and all normal? Or need flushing pressurising plus sinhibitor ... etc?
Bleed rads etc as necessary, and repressurise if required. Then give it a go. The pump may be sticking, other mechanical switches and valves may be seized, but you wont know until you try.
No point in flushing or changing inhibitor until you know if any work is required.
One would probably be safer having it serviced and inspected by an RGI, but no harm in doing basic checks yourself. If any weird screeching or other noises occur then turn off and get professional help.
