Turning of water, cylinder on top floor

If turning of the water to do work in the kitchen, with an unvented cylinder on the 2nd floor. Am I correct in saying turning off and draining the water won't effect/drain drain the cylinder, just the pipework?
 
Yes, just the pipework and whatever water is still under pressure in the cylinder, it should stop pretty quickly once the pressure is released.
