Two cold radiators, both pipes also cold

I'm sure this has been posted before on numerous occasions but rather than trawl through loads of posts, I thought it would be easier to start my own!

One small radiator upstairs (Furthest away from the boiler) and one large radiator downstairs in the lounge. Both pipes leading to these are stone cold.

I have tried bleeding but they don't need that. I have turned all other TRVs down and opened the radiator valve to full for each one but no change. Have also given the TRVs a knock with a spanner to see whether they were jammed but still no change.

I'm no DIY expert so any advice would be ideal!

take the head off the trv (they usually unscrew) and try to pull up the exposed pin with a pair of pliers.
 
And if pulling the pin up doesn't work.....
can it be pushed down? (The valve may already be open)
This is just to check if it is jammed. If it moves down then the valve is most likely open and not jammed. (this does not check for a choke though). Make sure it moves freely.
If it doesn't move either direction then a light tap with a hammer on the pin may help, don't bend/damage the pin. Try for straight down on the pin. Around the valve too may help.
A spray of WD40 or similar would be helpfull.
