Two Planning Approvals

Hi,
Hope somebody can help on here. A neighbour got planning permission to build three houses on his land. Somebody put a deposit to buy plot 1 of the scheme but he wanted the house to be bigger. He put in for planning on his plot and it was approved. He has now pulled out of the deal. My question is, can my neighbour build to the original scheme or has to build the new approved one on plot 1 even though its not in his name.

Doesn't matter who's name it's in. The planning permission runs with the land.

The land owner will have the choice of whether to proceed with the original scheme or the subsequent revised plot.
