Type 22 double convection radiator heating issues

So housing association have decided to replace the system boiler and tank with a combi 30kw - ideal logic² c30. They've also replaced every radiator with the double panel convection rads. I'm in a flat by the way lol the insulation is poor and there is various issues causing constant cold air despite being warm temp wise. Instead of fixing the issue they tend to try and cover it as with the boiler and rad swap. Old boiler was fully functional and safe. No change with the new rads obviously it's not going to fix the draft issues! Anyway they've installed numerous backwards. Trv is on the outflow and lockshield on the in flow so I have to balance then using the inflow lock valve. (Have finally got an appointment to fix). My bedroom the last rad on the flow, always takes not twice as long to heat but is definitely slower. Of course that room is the coldest and is linked to my front room by a tiny hallway so the temps always reflect both rooms. I've balance every single radiator to the best possible and it's still behind. Some of the rads if I limit them anymore they squeak because there almost off. The whole system has been bled. The bedroom radiator has been bled no air at all. I've even taken the trv head of incase that was faulty restricting it. What else can I do ??
