underfloor heating not working upstairs

Underfloor heating not working upstairs, it's fine downstairs.
-pressure gauges stay at 40
-pump working
-tried restarting by pressing button on limit thermostat, but it still doesn't work

any ideas to what the problem is?
 
Air in the system or a broken zone valve maybe? Or a broken programmer? Need more information!
