Underfloor heating

I wonder if someone could help me please, I am considering underfloor heating but there are some timber floor finishes going on top which may be quite thick. The underfloor heating manufacturer say a maximum of 32mm timber floor finish should be installed. What are the ramifications if this is thicker, does it just slow the heat transfer down i.e. the heating will need to be put on sooner. I can't see any other issues?
