Unexpected drain

Our builders where initially mystified by five of these drains along the wall of the bungalow they were renovating for us. It turns out that they are set into the various bathroom, toilet and kitchen drain runs leading out to the septic tank. Each one included a trap as shown alongside here. So yes, the trap was obstructing solids as they tried to pass through, the sump was collecting unpleasant stuff and the drain was open for smells to escape - presumably contravening a regulation or two. I've removed the traps and now need to fill the sumps with something. Would Postcrete be OK? I'm worried that it might expand and split the sump. The drain tops are 7"/180mm diameter, can I get a solid cover to replace them?

Any idea why this would have been done in the first place?
