Upstairs Rads Hot when CH off

Ok be kind to me as a newb. Have read the forums and this seems to be a common thing. I have just had a Ideal Logic Heat 18+ fully pumped boiler and system put in and i have the above problem. I have a Grudfoss pump which leads into a Honeywell V4073 valve. The AB input on the valve is hot, the B to DHW is hot and so is the A to CH. This only seems to be bad when hot water first comes on or is on for a long while.
Do i have an issue with the Valve?

Check that the lever, protuding out from the V4073 is free to move and not latched onto manual.
 
It is on Auto, i can move it onto manual, it feels a little resistance. If i turn off the electrics for the boiler at the mains and reset the lever it will return to auto but i still get a warmth in the CH pipe.
 
It appears that the valve is not seating correctly, probably caused by debris in the system, I would suggest that you get the installer to rectify.
