I have a vaillant 831 boiler and I try to top up with both taps underneath, nothing happens when I open taps.

Probably the inside of the plastic filling tap has been damaged and not turning the shaft.
Order new taps but remove one first and see if the shaft has been turned.
You can turn with a spanner in an emergency. ( Not pliars ).
