Had a Vailliant 838 boiler fitted about 7 years ago by Etta via British Gas. It has been serviced every year by Etta. Last year it developed a fault after several visits by Etta and Vailliant, Vailliant refused to visit again saying the gas pressure was too low at the boiler and would not attend again till the issue was rectified. Etta are saying all the gas needs to be repipped in 28/22mm. If the boiler was fitted to regs at the time how can it now change?

The regs weren't that different 7 years ago, there would be a min pressure that the boiler would need and a min pressure drop allowed. over the pipework 7 years ago. A pipe sizing exercise should have been performed as part of the original survey and a new gas pipe specified as part of the install. Did they report on the gas supply? How low was the pressure?

Would you have a case to get it done by Etta if they didn't do the work when it was fitted, if the gas pipe was drastically undersized when they fitted it then there may be 'discussion' worth having to come to some kind of agreement. Strictly speaking though, if they didn't charge you for something that then wasn't done, then not a lot to do, do you have the original invoices/quote?
