Variable water pressure in flat.

We've lived in a ground-floor, two-bedroomed flat for nearly two years. The water pressure has never been great but its become gradually worse over the past few months so I decided to measure it in a very unscientific way - with a jug and a stopwatch.

With the kitchen sink cold water tap fully switched on we only get 2 litres of water per minute, the shower is about the same. The wash basin in the bathroom gives 3 litres of cold water per minute and the bath an amazing 5.5 litres!

Could anyone suggest why the pressure is so variable, why it should be getting worse and, most important of all, is there anything I can do about it?

Didn't test the hot water pressure with jug and stopwatch but it's not very good either.

Stop tap is fully open as far as I can tell. To be honest I can barely move it.
