Varnish before painting?

Hi, after some advice I have sanded and caulked skirting as they are oak I was going to put some osmo varnish on them. But do I paint the walls before I put varnish on skirting or varnish skirting then paint? Which is best?

Masking tape on skirting, then paint walls will protect skirting .
