Vented Indirect Cylinder as a poor mans heat bank

I have been reading some of the older posts and was wondering if anyone can help me regarding using a vented insulated indirect cylinder as a heat bank primarily to be able to use a plate heat exchanger and ofcourse the CH off it.

It appears that heating the cylinder directly is going to be more efficient. My question is, will the surrey flange at the top (draw off point) work okay as heat source into the cylinder as well as a draw off?

Secodly the surrey flange has 15mm in/out ("in" for the purposes of my proposal). Therefore, will reducing the 22mm pipe from the boiler to 15 mm for the surrey flange be a problem in getting the heat from the boiler to the cylinder unaffected and effectively?

DIYer needing help and guidance. Thanks in advance.
