Venting a solid 9" wall

Hi,
Put simply, I have to add weep vents into a 9" wall for a ventilation gap.
Normally these vents are placed in the vetical cemement, but can they be placed horizontally?
Camerart.
 
I wouldn’t, the base of them normally angles the water back outward when mounted vertically

aha! Good job I asked, As they are kind of token, for venting a narrow air gap, between wall and insulation, I'll just drill long holes through cement, inner brick.
