Vinyl floor leaking glue

I live in council flat and had a vinyl tile floor fitted to kitchen and bathroom before we moved in, since thee day we moved in it has leaked glue in various places, from centre to out skirts, well after almost a year we have had enough. What we realy want to know is what is casuing it?
 
wrong glue, wrong trowel size, wrong moister content of subfloor! One of these 3. Why not get the firm back who fitted it?

Problem with getting it sorted out by the same company is its a council place and they layed the floor, so its them who need to sort it out. With 2-3 phone calls a week to them since June I'm still not getting anywhere!!!

We were going to lay a new lino over the top but wanted th source of the problem sorted out first.

The glue used seems to be water solible (sp?) as its so wet and not like a glue you'ld think of, its stringly like melted cheese.

I have phoned the council again today and they havent helped yet again, next step local paper!!!
