vinyl floor sheet under toilet

Hi There

I've just installed a new back to wall toilet. I fitted 3.2 mm thick cushioned vinyl sheet flooring first, then toilet. I still haven't put silicone around the toilet.

The issue is that there's slight movement to the side and also slight movement forward even after putting a few shims in to straighten the toilet.
I am beginning to think that maybe it's the cushioned vinyl that's the issue and maybe I should cut the vinyl around base of toilet for more stability.
I am a little hesitant in case it won't make a difference.

Has anyone had any experience with this? Any suggesetions?
