we are having vinyl laid right now.
he is using a big staple gun to pin the hardboard down first
dont know about glue, hardboard still going down.

yes they use what looks like double sided sticky tape around the edges.
update 13.40
if using hardborad smooth surface down, it means rough side up so vinyl cant slip
