Vokera linea 24 hot water problem

hi can anyone help with this problem.hot water reaches 46 degrees then shuts down switches back on at 25. have changed thermistor, no change.can the heat exchanger be cleaned in place or is it better to take it out and get it cleaned

Why not flush the system and then replace it with a new one?
