vokera linear 24 error code 03

hi im new to this site and wondering if anyone can give me any advice

i came home today to no heating or hot water , boiler has an error code 03 (fan/flu) and will not reset :? is there any way of fixing this problem with out calling out an engineer ? or does anybody know how much it is likely to cost to get this fixed ? :)
