is it still regulations practice to fully fill the cavity with insulation?

depends on insulation used
you can full fill cavities with rockwool
but if using kingspan or celotex you'd only part fill so you'd probably need a 100mm cavity with a 50mm insulation used
its summat to do with damp can travel across kingspan but with rockwool it travels downwards

It has never been a requirement - however you may need to in order to meet the U-value requirements in the Building Regulations. Talk to your building control department.
