Wall vents in 1930s house

We have a small (200x200mm), louvred vent just above the picture rail in each upstairs room. Are these performing some vital function? They are letting in a lot of cold air so I'm toying with blocking them.
 
No....Stop toying, get blocking :wink: . Unless there is an open flued gas appliance in the room
 
or fit a hit and miss vent, which will be quicker, easier and cheaper than blocking them, and gives the potential for ventilation if and when required.

Hands up who's heard of condensation?
