It seems that sometime there is water in my dishwasher after someone showers but not every time. Why would this happen?

There is nothing to stop this happening unless you have the dishwasher outlet hose routed up high, toward the top of the machine at some point in its length. You may need to tie it up with string to something at a suitable height.
