water upstiars is warm not hot and pressure seems low

i have an ideal isar he30 and have just had the pcb replaced , the hot water taps upstairs are not giving out hot water , the water is warm . if i turn tap off and turn it back on again it goes cold and then warms up after a few minutes it is better downstairs. boiler is in kitchen downstairs

any idea what is the problem?
