waterproofer ratio ?

Hi All. I am laying a 2 sq metre x 15 cm deep concrete base, , its to sit a 1000 litre oil tank on, I am putting plastic sheeting down under the rubble and using reinforcing steel rods for added strength. I have bought 5 litres of waterproofer for another job but thought i would add some to the base for added strenght and curing.....
, the manufacturer says to use 250 ml of waterproofer to every 25kg of cement. how do I know what the water/waterproofer mix is if I dont know how many kg of cement I am going to use in the base in total in advance . I am using the standard 1 cement to 5 sand and aggregate. Thanks for any advice...doing job tomorrow morning.
