Weatherby premiums scrim adhesive ? Fast answers required

Hi

I have had my local council on a grant give me solid wall insulation but aload of contactors are on the job. I have said I do not want pebble dash as finsh I want it flat. The contractor doing mine is about to use wetherby premium scrim adhesive as the final coat. Is this allowed to be used as final coat and rubbed up .
