weeping pipe connection

I went to put t.r.vs on a neighbours rads and in the loft i noticed the f and e tank sitting on a sheet of what looks like aluminium over the top of the c.w.s.t. Both tanks lids were missing and insulation was breaking off into the large tank. the cold feed pipes connection to the f and e tank had a white like powdery substance over the nut like it was corroded in some way on the outside of the tank. there was also a slight leak at this joint.
Should the f and e tank be on top resting on a sheet of steel on the lips of the cold water tank, cos a hunch tells me it shouldnt,and whats the best way to fix the leak, p.t.f.e tape as i cant use an oil based sealer? any help much appreciated
 
no F + E tank shouldn't be there! It should be sitied elsewhere with sufficent support underneath.
PFTE will sort it out.

you need to warn the household.that F&E need resiting.
 
The F+E should definitely not be there, ideally it should be down beside the Cold Water Storage Cistern, with it's base level with the CWSC base, or better still, lower than the CWSC.

You might just be able to nip the nut up, failing that take it apart and PTFE it.
