wet dash/slurrydash

hi, you will have to bear with me ,as i am new to this,
i want to wet dash my garage, it is concrete blocks , and has had a scratch coat on it for a couple of yrs now,
time to put a top coat on, i will be painting the garage the same as the house,
my question is , what mix etc,
do i have to put on a new scratch coat,
do i have to put pva on the scratch coat, or do i put in with the mix, any help would be great, thanks,
 
wet casting is not a job for a novice !.


as long as the render is still sound there should be no need for any further work to scratchcoat.
