What can i do to this area and see picture attached ? Please help

Hi All.

When it comes to gardening, i am what you will call a learner, so please excuse some of my questions.

We have a section within the garden which is slightly raised, i have removed all the weed within that section and also turned the soil around, just to ensure that all the weeds are gone.

I have the following questions.

  1. There are some weeds by the corner, and i do not want to destroy the block work when manually removing it, can i spray weed killer there, will this damage the soil ?
  2. We want to have some flowers there, one that will be colorful, easy to maintain, all year round growth, less flower droppings/mess.
  3. I do not want to have any week there anymore, do i need to do more cleanup ?
  4. the vegetation has some stones there, do i need to buy compost ?
  5. Are there any other recommendations ?

One other thing, our garden is south facing and gets a lot of sun.

Remove the weeds by hand and lower the earth, it's too high at the back. The fence will rot in no time.

Thanks for the reply.
I seem to believe that the base of the fence is concrete, I will check when I get home again as i am not sure.

Is it just the back that needs to be lowered ?
Do we need to think of excess water drain off ?
If i am going to lower the back, i am guessing i should scrap off the excess and get rid of it right ?
