What does 'Mist' the walls mean?

Apologies for asking this stupid question but what does 'mist the walls' prior to painting mean please.

A mist coat is a thinned Matt emulsion that is applied to plaster skim in order to seal the the surface prior to painting.

Two final and quick questions please, if you have a seccy.

1. presumably can be applied via brush / roller

2. does one mist newly laid lining paper (as in apply lining paper and mist on top)

Yes you can apply it by brush or roller, and yes you can thin it down a little to cover the lining paper.
