What is a "suitable meter"?

Going back to the original question, what is a suitable meter if a smart meter can't be fitted? The answer's going to depend on why not. If there are physical reasons, not enough space for example, it's going to be the property owner's responsibility to resolve these.

If the reason is that there's no WAN signal, the a "suitable meter" could be a smart meter. They don't require any sort of comms or commissioning to record usage. Readings would have to be taken manually as before, but the supplier will have fulfilled their legal obligation by ensuring that they are supplying through an approved in-date meter.
 
It would seem only Economy 7 could be used with an off-peak tariff pre the smart meter. So in real terms only looking at Economy 7. I tried to read my Smart meter direct, I could easy find the peak or standard reading, but failed to work out what button sequence was required to read the off-peak.

With the app, not a problem, but also the IHD was next to useless working out what the off-peak reading was. If manual reading were required, then it would need manual meter reading by the energy providers meter reader, which would also allow that meter reader to correct or at least report if the time on the meter was not correct.
