Seems to be seeping out from behind the render/tyrolean, it's wet to touch and looks like ice....any ideas?

It has the appearance of limescale deposits carried in water, like stalactites.

The lime is probably dissolving out of the materials your house is built of, but I wonder why there is such a lot of water coming out of it.

Gutters? Plumbing leak? Rain trapped behind loose render?

Show us more pictures, going upwards, all the way to the roof, including pipework and gutters.

It's a job a friend of mine was sent to, he wasn't too sure what it was so asked me, looks like lead dressed over the top of the wall with some sort of coping stone come slab laid over that, clearly must be some water ingress somewhere above and it's finding it's way out lower down, here's a pic from inside....

Just wondered what that deposit was that's seeping out
 
The stuff on the internal plasterwork is salts leaching out =- clearly water is getting in somewhere.

It's dot n dabbed inside onto blockwork, in fact both skins are blockwork, if there's a dab there could the salt transfer through it and in to the plasterboard? Whatever it is is bleeding out inside and outside albeit lower down outside, I'll probably end up going out to this so I'll have a better look
 
looking at the layout, I suspect the conservatory roof has a flashing problem. Or it could be the coping on the parapet.

also try a hosepipe in the gutter, any spillage should be easy to see.
