Get rid of all the mess first. I often start at the top and work down, that way the mess is landing on stuff you've not touched yet. So I'd...

Remove wallpaper from ceiling & prepare it for plaster.
Remove hearth, fireplace & skirtings.
Prepare walls for plaster.
Sand edges of floor. (You'll get up to the edges better without the thickness of the skirtings.)
Decide whether the new skirtings (and fireplace I suppose) would be easier to fit before or after the new plaster. It'll be a bit easier to plaster before the skirtings go on, but the new plaster will add a few mm to the thickness of your walls so it might be better to fit the skirtings and then plaster up to them instead.
(Sanding the skirting before you put it on is easier than once it's fitted. It'll only need a light rub when preparing to decorate.)
Either fit skirtings, fireplace and hearth, or do plastering.
Or vice versa.
Fill any gaps behind skirting with decorators caulk.
Sand skirtings again.
Sand floors.
Clear all the dust out, hoover all the corners, wipe everything with a damp cloth.
Allow to settle and repeat this as necessary.
Paint & decorate ceiling, walls & skirtings.
Sand the bits of floor you've dripped paint on, or have scuffed with your feet.
Get rid of any dust again.
And again if you don't want particles of dust under your new stain.
Stain floor.
Close room off until floor finish is perfectly dry.
