What to do about ceiling cracks ?

My father-in-laws bungalow was built in the 60's and every room has 8x4 ceiling hairline cracks. In some rooms the artex is cracked and in others the bubble ceiling paper is stretched and tearing along the crack line. From an inspection of the ceiling from the loft then it is clear that the cracks follow the joins of the plasterboard. He wants to decorate the ceilings but what is the best treatment fo the cracks ? The plasterboard is fixed firmly to the joists, the movement being in between them. Any filler will just recrack so what is the best thing to do as he wants to paint the bubble paper and the old artex.

Bungalows built around that time all seem to suffer the same problem. Iv'e seen it so many times before. Sometimes with the earlier bungalows they had larger rooms and not enough structural support in the loft space to keep the ceilings straight. They tend to bow. i think the scrimming was not upto scratch when the ceilings were orignally plastered. Best bet is to check if there are sufficient joist hangers in the loft space and have the ceilings replastered or reboarded and skimmed.
