Whats this black stuff on my floor

can anyone tell me what this black stuff is on the floor in my kitchen, the floor is concrete and this stuff runs under all my kitchen units and under the lino. doesn't appear to be tile, more like a paint or glue? but not sure why that would be under the kitchen units.

do i need to pull it up or do you think i could tile on to it?

apologies there isn't much of it in the photos i was taking pictures of damp on the wall, can take more pictures tonight if required

bitumen. May have been used in the past for bedding asphalt or vinyl tiles on or it may be used as a damp proof membrane. You can tile on top of it if you can find an adhesive that's okay on bituminous/asphalt surfaces.
