Which paint to use on previously limewashed joists in cellar

Hi everyone.

I have a slightly damp cellar floor/walls, but the joists are pretty dry.
The joists have previously been limewashed which is now crumbling off.

I intend to scrape clear the joists and paint them. Is it best practise to use normal primer and gloss on them?

Clean them off,,, give them a good sand down, a couple of coats of oil based undercoat, then gloss them. See what our painter friends say.
