Those are the vacancies - beyond the number of jobs already being paid for and no doubt they'll need even more next year.
 
Footnote: The jobs search doesn't work. Not all are diversity officers, so hard to tell. But there's plenty of fat to trim, much of the budget increase doesn't go on patient care.

The problem with that idiology, is that ordinary people just don't feel connected any longer, they know they have been shafted, and they now have little respect left for those in power.
