Why pipe not put in Ceiling?

Any ideas in why this water feed pipe (from Tank in loft) would be running down the wall, across floor and up into cupboard to meet Cylinder Tank as opposed to being run across Ceiling and down? Could it simply be that there are an assortment of pipes at ground and low level anyway ? The distance would be the same.

Unfortunately your pic doesn't show us much (needs focused) also we need to see it in context/relation to your HW cylinder
 
OK, still isn't focused but if it isn't tee'ing off somewhere else too then no reason for it not to be moved. The HW cylinder may have been somewhere else originally or the rooms have been changed and that pipe position is a legacy, could be a few different reasons.
 
There shouldn't be any tee's on the cold feed to a vented hot water cylinder except one for a drain down at the cylinder.

Nope there shouldn't be, doesn't mean there isn't one and wouldn't be the first time I've seen a HW cylinder on a 1" with a 1/2" tee to a WC.
