Will shrubs grow in a sand based planter?

I have a large rectangular planter at the bottom of my garden full of sand. I want to turn it into a shrub area but will take hours to remove all the sand. Is it ok to get the majority of the sand out and top up with soil and compost?

So if we said there would be about a foot of sand left and then about six inches of soil and compost on top of the sand. Would that be ok?
