Window won't open

Hi group.

I am doing some work in a flat (gas engineer replacing boiler).
There is a window I could do with opening and it does open if
I open the handle 90 degree the window tilts open at the top.
The window is actually supposed to open left to right on hinges if
I turn the handle to the vertical but it seems to get stuck at the 2 oclock
position. I have tried the other windows and some work some don't.
So I assume it is lack of use that is causing it to stick like this.

How can I get the window open?

Failing that it is remove the glass.

No it isn't locked as I can tilt it open.

Unless the the turn feature is locked separately but this isn't the
case on another window that works.

Sounds like it's a Tilt & Turn window which have two modes of opening. When you are turning it to the upright position and it's stopping at the 2 o'clock position try applying pressure to the face of the frame above or below the handle as it seems like the locking pins are not engaging in the runners. You could also try levering the window gently up and down using a piece of lat see-sawed over another bit of lat and that may work as you try the handle.
