Wiring to a ground floor socket?

Can wiring to a new socket be taken up from the floor behind the wall to the socket, or is it normally dropped from the first floor down the wall. We have a cellar so it would be easier to get the sparky to run it from the floor up.

usually upwards from the floor if the sparky is doing it, let him worry about it (unless they have daft ideas)

Either way is perfectly acceptable, to suit the overall wiring scheme.You can also run in a direct horizontal line between sockets if you wish.
