Very old pressure reducer i think, was back at college this week and was shown something similar on a video (now that is old) that resembled that.

it's a water softener! you are supposed to refill with crystals. very old design though.

i used to service them (local contractor fitted loads) they were circa the lynx 1 combi.

In any case the connection would give a clue! Is it in series with mains supply?

Would say dangermouse is spot on looks just like the water softener that every original worcester 9.24 in my area had and there where hundreds .
Was filled with balls of some sort and where meant to be changed every year and end up just a solid mass and eventually blocks flow completly

I have never seen one, but the "balls" would have been Siliphos ®.
