My washing machine is not filling with water. We have checked out the hoses. The machine is making a very strange noise, when it should be filling with water. The machine then clicks off. Is this the water pump?

The washer is 4 years old. Haven't got the extended warranty. The washer sometimes runs, then if i run a second wash the program starts, then stops within a minute.
